As we read in our textbook, the goal with performance management is to identify, measure and develop the performance of individuals and teams (Aguinis, 2013).
As Aguinis (2013) mentions, we want to align the performance with the strategic goals of the organization.
To have an effective performance management system, we need to take many aspects into consideration, when designing it.
For example, and, as you effectively mention in your post, one disadvantage of performance management systems is giving extra opportunities for development to the best performers, which makes the gap between low performers and high performers bigger.
